Vehicle owners in Assam can apply for the leaner’s license at the RTO in their jurisdiction either online or offline. 30 days after the issuance of the learner’s license, the vehicle owner is eligible to apply for the permanent driving license. If the vehicle owner clears the written test on the road rules and regulations, he/she will be handed the learner’s license. In order to apply for the permanent driving license, vehicle owners first need to take the learner’s license test. Once issued by the Regional Transport Office in the jurisdiction of the vehicle owner, the driving license is valid for a period of 20 years or till the vehicle owner reaches the age of 50 years. The Act brought about several road rules and regulations for vehicle owners in the country to follow, one of them being that vehicle owners need to have a valid permanent four wheeler driving license to be eligible to drive a car. As a safety norm, the Government of India rolled out the Motor Vehicles Act, 1988.
